Policy Analysis and Program Evaluation Workshop presented by ILR, GRAAM and TCI

This thirteen-day PA & PE workshop will draw on the academic expertise of Cornell University as well as the large research network of GRAAM to provide participants with practical guidance for understanding Policy Analysis & Program Evaluation.This immersive workshop is intended to build capacity in the process and methods of program evaluation and evidence-based policy making.

The ILR School of Cornell University, a leading school for applied social sciences in USA, the Tata-Cornell Institute, and Grassroots Research and Advocacy Movement (GRAAM), a public policy research and advocacy think-tank in India, jointly present “Policy Analysis and Program Evaluation Workshop 2019“.

Need for PA & PE

Program evaluations are increasingly being used for diverse purposes such as strategic learning, transparency and accountability, program design and policy formulation. Therefore, it  has emerged as a powerful instrument for enhancing policy effectiveness in recent years.

As the demand for program evaluation and policy analysis rises, it is important to build the capacity of government policymakers, policy think tanks, program implementers, researchers, development practitioners and civil society leaders. The workshop is intended to achieve the following objectives.

Objectives

  • To enable Professionals to build a culture of evidence based policy making.
  • To reflect upon the importance of including rigorous evidence in the policy decision-making process.
  • To learn about different methods & techniques of Program evaluation.

Who Should Attend

The Program is designed for capacity building of people in government, academia, think-tanks, corporate social responsibility (CSR) personnel and other development professionals.

Those who have benefited from from the previous PA & PE workshop include those from the NGO sector, management consultants, researchers pursuing their M.Phil., PhD or post-doctoral studies in Development Studies, Public Policy, Law, Management and the Social Sciences. Participants should possess a basic understanding of qualitative and quantitative research methods.

History

The collaborative initiative of GRAAM-Cornell has been gaining momentum for the last three years. The initiative that started in 2015 has now become one-of-its-kind capacity building program for practitioners and academicians working in the areas of public policy & program evaluation.

During last year’s workshop, there were more than 40 participants from twelve states of India, with backgrounds in academia, development practice, management & law. Participants were from the corporate sector and government sector as well as a large number of independent researchers and NGO representatives.
